Statement on the founding of the Jacques Roumain Circle:
Montreal, May the First, 2017 (Draft of the Declaration of Principles)
We announce the founding, in Montreal, on February 16, 2017, of the Jacques Roumain Circle (CJR) [*].
Our objectives include:
-1-The development of unity:
-a-ideological unity (on the basis of scientific socialism);
-b-political unity (on the basis of a communist program and of a united front program); and
-c-organizational unity (for the organization (1) of the Marxist-Leninists and (2) of a revolutionary united front).
We develop unity (1) through our communist work and our united front work, (2) by always linking Marxist-Leninist theory and practice, and (3) by inviting activists, organizations and parties defining themselves as Marxist-Leninist to initiate debates for the unity of Marxist-Leninists.
-2-The concrete and effective participation in all the struggles of the proletariat and the peoples:
The communists are distinguished by their their theories and practices consisting in learning, understanding, training, mobilizing, developing and uniting all the struggles of the proletariat and peoples against the capitalist classes, among which:
-the struggles of the proletariat, the working masses, peoples, nations and minorities;
-the struggles of the labor, trade union, student, unemployed, women, indigenous, anti-imperialist, anti-war, anti-fascist movements;
-the struggles of the self-employed producers in agriculture, livestock, fisheries, craftsmanship, among other sectors;
-the struggles for the rights of individuals, peoples, oppressed nations and national minorities, immigrants and refugees;
-the struggles to defend international law against the imperialist powers, which constantly commit (1) crimes against peace, (2) war crimes and (3) crimes against humanity, and which use pressure, embargos of all sorts (economic, food, medical, etc.) to starve people who struggle to defend their dignity, threats, coup d’état / regime changes and wars of invasion, occupation and plunder;
-the struggles for the rights of countries, peoples and nations to self-determination;
-the struggles to defend achievements in the fields of health, education, social services, among others.
-3-The development of a united front against neoliberalism, fascism and war:
We strive to unite all the political and social forces that are fighting against neoliberalism, fascism and war on the basis of the tactic of the united front adopted by the Third International (Dimitrov’s report in 1935). The capitalist class constitutes a very small minority of the world population, what is called the 1% that dominates the 99% of humanity.
Our ideological, political and organizational line:
Our line is based on scientific socialism, that is, on the Marxist-Leninist method and principles, which are all indispensable and closely inter-related and which are the only ones enabling us to understand the economic, political and social reality of societies and to transform them for the emancipation of humanity.
We adopt the theories and practices proposed and applied by Marx and Engels, Lenin and Stalin, the Third International and the leadership of the USSR from 1917 to 1953.
Three principles of unity that we propose as basis of debates for the unification of the Marxist-Leninists:
We have adopted as an indispensable condition to start debates on the unity of the Marxist-Leninists the adherence to the following three principles which distinguish us from revisionists and opportunists:
-1-the revolutionary path to socialism;
-2-the dictatorship of the proletariat; and
-3-the expropriation of all the means of production presently held by the capitalist classes, the construction of a socialist economy in which the means of production will be collectivized socialized and will respond to the interests of the proletariat and of the exploited masses, founded and applying the principles of proletarian internationalism.
Revisionists reject these principles or, opportunistically, they do not talk about them anymore. Revisionism has thus destroyed considerably but only temporarily the communist movement. We propose, in order to rebuild the unity of communist movement, the holding of debates on the basis of the struggle against revisionism, of the reaffirmation of the three above-mentioned Marxist-Leninist principles and of the formation of a new Communist International.
Reformism and revolution – The need for a break with the capitalist mode of production:
We fight for all the reforms favorable to the world proletariat and the peoples, without turning away from our objective of overthrowing the bourgeoisie, of establishing the dictatorship of the proletariat and of collectivizing the means of production in order to build socialism.
In fact as long as the means of production remain in the hands of the capitalists, humanity will continue to suffer all the criminal and catastrophic conditions which are the basis of the capitalist system. To continue to exist, the capitalist class must impose these conditions on the workers in order to make profits. The bourgeoisie doesn’t accept any changes that deprives it of the right to rule society by means of the bourgeois state and does not hesitate in using the most criminal forms of violence against the proletariat and the peoples including world wars.
Canada and the socialist revolution:
Canada is a multinational country that includes the First Aboriginal Nations (Amerindians and Inuit), the Quebecois nation, the Anglo-Canadians, national minorities (Francophones in Manitoba, Ontario and Saskatchewan, and Acadians) and minorities, among others the Afro-Canadians, descendants of the people who fled slavery when it was in force in the United States. Slavery also existed in Canada under the French and British regimes, but it was abolished because the development of the industrial revolution made it obsolete.
Former colony of France and then of England, Canada is today an imperialist country, ruled by its own bourgeoisie. The Canadian bourgeoisie was born and enriched by the primitive accumulation of capital, that is (1) by the theft of the Amerindian First Nation lands by France and England, and (2) African slavery during a period of its history.
Canadian imperialism, enemy of the peoples:
The Canadian bourgeoisie is (1) on the one hand independent; and (2) closely linked to US imperialism. Canada's imperialist bourgeoisie exports capital to all the continents, and is enriched through the exploitation of workers in Canada and abroad, through the oppression of peoples, plundering the natural wealth of these peoples, the occupation of certain countries, such as Haiti, and through the wars organized in other countries by the US / European Union imperialist bloc and military alliances such as NATO.
The Canadian bourgeoisie maintained its hold on the Amerindian and Inuit territories, as well as its oppression over the Amerindian and Inuit nations.
The current situation in Canada and around the world:
Today, in Canada and around the world, the workers are increasingly threatened with unemployment, exploited, oppressed and robbed by the ruling classes. Governments privatize and gradually eliminate the systems of health, education, social services and all the economic, political and social gains obtained through decades of hard struggles. The monopolies plunder the natural resources of countries, destroy the environment and the means of survival of entire communities in Africa, Asia, Latin America and the Caribbean. On the economic, political and military aspects, the United States, the European Union and their allies are reinforcing their military alliances of aggression (NATO among others) internationally and threatening Russia and China.
Call by the Jacques Roumain Circle to carry out, with other organisations and parties, the urgent tasks of the communist movement in Canada and the world:
The communist movement in Canada and throughout the world has many urgent tasks to take up its leading role as the revolutionary vanguard of all the struggles of the proletariat and the peoples of the world. Presently, the two most important tasks are:
-1-The formation of Marxist-Leninist study and action groups carrying out theoretical and practical tasks;
-2- The unification of the Marxist-Leninists in one and only one party and in one and only one Communist International around a correct line for the socialist revolution in Canada and in the world, by means of studies, debates and their active and effective participation in all struggles to overthrow capitalism and build socialism.
